Carmel Mayor Clint Eastwood will replace four members of the City Planning Commission who blocked his proposal for a new retail office complex in the city four years ago, sources close to the City Council reported. “It’s a . . . vendetta,” said a long-time incumbent commission member. As mayor, Eastwood has the power to replace members of the commission at will, subject only to approval from the City Council--where his supporters now form a majority.
