Beach Rationing

Summer is upon us again, and already the traffic along the Pacific Coast Highway is at a six-hour standstill. This year promises to be even worse than last year, unless there is a solution!
During our gas crises, we went on a schedule that was based on our license number. Why not schedule beach visits based on the area in which one lives? For example, Monday could be “Downey Day,” and only residents from the Downey area would be allowed to park in the beach lots. Tuesday could be “Valley Day,” and so on. The only people who would have unlimited access to the beaches, would be those who live within walking distance, and they would have to show “residence cards.”
This is the only practical, and fair way to keep our beaches open to everyone.
