Utility Rates: Passed and sent to the Senate on a 62-9 vote a bill (AB 3552) by Assembly Speaker Willie Brown (D-San Francisco) to require the Public Utilities Commission to hold annual rate-setting hearings instead of once every three years. Brown claimed this would result in lower utility bills for consumers.

Beach Bond Issue: Passed and sent to the Senate on a 60-13 vote a bill (AB 4413) by Assemblywoman Lucy Killea (D-San Diego) to place a $95-million beach purchase and improvement bond issue on the Nov. 4 ballot.

Drunk Drivers: Passed and sent to the Senate on a 41-26 vote a bill (AB 3953) by Assemblywoman Doris Allen (R-Cypress) to set up an experimental program to place highway markers paid for by relatives near the site of fatal accidents caused by drunk drivers. She said this would increase public awareness of the danger of drinking and driving.

Teen-age Pregnancies: Passed and sent to the Senate on a 45-24 vote a bill (AB 4327) by Assemblywoman Maxine Waters (D-Los Angeles) to require the state Department of Education to prepare and distribute to interested school districts information on preventing teen-age pregnancies.

Killer Bees: Passed and sent to the Senate on a 62-5 vote a bill (AB 3435) by Assemblyman Norm Waters (D-Plymouth) to spend up to $1 million over five years for research into Africanized bees, the so-called killer bees. Senate Floor Action:

Jobs: Passed and sent to the Assembly on a 28-8 vote a bill (SB 2532) by Senate President Pro Tem David A. Roberti (D-Los Angeles) to require 50% of the hours spent on public works projects to be performed by California residents.

Lawyers: Passed and sent to the Assembly on a 21-8 vote a bill (SB 1543) by Sen. Robert Presley (D-Riverside) to hire an independent monitor to check on the progress of the State Bar in processing lawyer discipline cases.

Libraries: Passed and sent to the Assembly on a 33-0 vote a bill (SB 2493) by Sen. Barry Keene (D-Benicia) to place a $200-million library bond issue on the Nov. 4 ballot. It would include $50 million for renovation of the Los Angeles Central Library, recently severely damaged by fire.
