The Placentia office of Valencia Bank, closed last February when regulators declared Valencia insolvent, has reopened as a branch of the Southern California Bank. The new branch is Southern California Bank’s 14th and its fifth branch in Orange County. As of March 31, the bank had $209.6 million in assets.
