Four members of the Nuclear Regulatory Commission said that the nation would be better served by a single administrator, rather than a five-member commission, to oversee atomic plant safety. Commissioner Fred Bernthal told members of the Senate panel he felt this change was necessary because open meetings of the NRC, required by the Sunshine Act, have led to “decision-making by exhaustion” and “leads to fragmented and--believe me--flawed decisions.”
