The three main authors of the federal budget-balancing law said they will team up again and try to fix the law if the Supreme Court strikes down its central enforcement mechanism. Sens. Phil Gramm (R-Tex.), Warren B. Rudman (R-N.H.) and Ernest F. Hollings (D-S.C.) said that they probably would try to amend the measure so that Congress would not be able to remove the comptroller general from office once he is appointed by the President. Under the challenged law, the comptroller general is charged with outlining automatic spending cuts that are needed in years when Congress fails to meet specified budget goals.
