Liability Insurance: Passed and sent to the Senate on a 41-26 vote a bill (AB 3554) by Assemblyman Dan Hauser (D-Arcata) to create a state liability insurance fund to cover local governments and government agencies unable to obtain or afford private insurance coverage.

School Bonds: Passed and sent to the Senate on a 57-0 vote a bill (AB 4245) by Assemblywoman Teresa P. Hughes (D-Los Angeles) to put on the Nov. 4 ballot an $800-million school construction bond issue.

Condors: Passed and sent to the Senate on a 57-16 vote a bill (AB 2833) by Assemblywoman Lucy Killea (D-San Diego) to appropriate $1.5 million for a California condor preservation project to be conducted at the Los Angeles and San Diego zoos.

Museum: Passed and sent to the Senate on a 54-19 vote a bill (AB 3253) by Assemblywoman Gwen Moore (D-Los Angeles) to establish an outdoor wetlands museum at Ballona Creek near Marina del Rey in cooperation with the National Audubon Society.

Committee Action:

FPPC: The Assembly Elections Committee rejected a bill (SB 2566) by Sen. Joseph B. Montoya (D-Whittier) to require regulations drafted by the Fair Political Practices Commission to be reviewed and be subjected to change by the Office of Administrative Law before they go into effect. The vote was 1 to 5.

Senate Floor Action: Child Care: Passed and sent to the Assembly on a 37-0 vote a bill (AB 1529) by Sen. Gary K. Hart (D-Santa Barbara) to provide tax credits for employers who establish or contribute to a child-care program for dependents of employees. A similar bill was vetoed by the governor last year.

Alzheimer’s Disease: Passed and sent to the Assembly on a 27-1 vote a bill (SB 1516) by Sen. Henry J. Mello (D-Watsonville) to appropriate $800,000 for research into the diagnosis, causes, treatment and prevention of Alzheimer’s disease. A similar bill was vetoed by the governor last year.

Committee Action: Spanking: The Senate Education Committee approved a bill (AB 1617) by Assemblyman Sam Farr (D-Carmel) to outlaw spanking for disciplinary purposes in the public schools. A 6-4 vote sent the measure to the Senate floor.
