Governor Will attend the American Legion state convention in Redding and a fund-raising event for his reelection campaign in Salinas on Friday.

Assembly Floor action: Farm Aid: Rejected on a 45-30 vote a bill (AB 4261) by Speaker Willie Brown (D-San Francisco) authorizing the sale of up to $100 million in revenue bonds for loans to farmers. Fifty-four votes or a two-thirds majority required for passage. Notice of reconsideration filed.

Court Reform: Passed and sent to the Senate on a 60-14 vote a bill (AB 3300) by Speaker Brown to establish a three-year experimental program designed to speed up the processing of cases in selected Superior and Municipal courts.

Airports: Rejected on a 47-20 vote a bill (AB 3290) by Assemblyman Don Rogers (R-Bakersfield) to transfer $1 million of sales tax collected on the sale of aircraft jet fuel to a separate fund to improve airports. Fifty-four votes or a two-thirds majority needed for passage.

Committee action:

Wiretapping: The Assembly Public Safety Committee rejected a bill (SB 159) by Sen. Robert Presley (D-Riverside) to allow limited wiretapping by law enforcement officials in major murder or drug crime cases. The vote was 3-2 with four votes needed for approval.

Juvenile Jail: The same Assembly committee approved another bill (SB 1637) by Presley to prohibit confinement of minors in adult jails for longer than six hours unless they are 16 or 17 years old and have been found unfit to be tried as juveniles. A 5-1 vote sent the bill to the Ways and Means Committee.

Senate Floor action: Compost: Passed and sent to the Assembly on 23-9 vote a bill (SB 2282) by Sen. William Campbell (R-Hacienda Heights) to set up a pilot project in Los Angeles County on the use of compost products to build center dividers and sound barriers along highways.
