Camino Real Savings Bank named San Fernando Mayor Jess M. Margarito, 38, to be its director of Hispanic affairs. The San Fernando-based financial institution, founded in 1968, was the nation’s first Latino-owned savings and loan but ran into financial troubles and was bought last year by Mervyn A. Phelan, an Orange County real estate developer. A spokesman for Phelan said Margarito’s post is a full-time one.
