Valley Federal Savings & Loan Assn. named Anne Friend vice president and loan administration manager. She replaces Connie Meadville, who was promoted in May to vice president for major loans. Friend has been with the Van Nuys-based S&L; on and off for the last 25 years, most recently as loan operations coordinator.
