President Reagan is expected to tell visiting Pakistani Prime Minister Mohammed Khan Junejo today that U.S. aid will diminish as Pakistan gets closer to acquiring a nuclear bomb, officials said. The reason is that, to keep the aid flowing, the Administration has had to certify annually to Congress that Pakistan does not possess a nuclear bomb. The Administration will once again have to make that assertion by Oct. 1 if Congress is to approve a new $4-billion aid package. Also on the agenda for the two days of talks is Pakistan’s recent surge in opium production.
