New Student Transfer Policy Could Boost Beverly Hills School Income

John Scoggins, assistant superintendent of financial services for the Beverly Hills Unified School District, estimates that the district could receive up to $1 million in additional revenue as a result of a new provision in the state Education Code.

The provision, which was approved by the Legislature and signed by Gov. George Deukmejian last month, would make it easier for parents who work in Beverly Hills but cannot afford to live there to transfer their children to a Beverly Hills public school.

School officials estimate that Beverly Hills has room for 350 additional students without jeopardizing its class-size limit of 28. The law takes effect in January. It applies to students in kindergarten through the eighth grade.

The Beverly Hills Board of Education has asked the staff to review the new state policy. The district may implement a lottery system if the number of students applying for admission exceeds the number of available spaces.
