Franklin D. Roosevelt’s former “floating White House” may sail again if the Port of Oakland can get someone to rebuild the vessel for the right price, officials said. The gutted hulk of the 165-foot Potomac has been sitting in a port lot just yards from the waters of Embarcadero Cove on the Oakland-Alameda Estuary for nearly four years. The port decided last week to put the restoration of the vessel out to bid again after receiving only one offer on the project a couple a months ago when five large firms were invited to bid.
