An attempt by the conservative American Legal Foundation to limit American radio and television appearances by people deemed to be Soviet propagandists was rejected by the Federal Communications Commission. James C. McKinney, the commission’s mass media bureau chief, said the First Amendment precludes the commission from interfering with the editorial process by directing broadcasters in the selection or rejection of particular program material.
