The grand prize in the California Lottery will start at more than $9 million next week, because none of the “Big Spinners” have won the prize in seven weeks. Don Spencer of Saratoga, who won $15.22 million on July 21, was the last grand-prize winner. Since then, 94 spinners have tried and failed to land in one of three grand-prize slots on the 100-slot wheel. The grand prize starts at $3 million. It increases by $65,000 each time no grand prize is won.
