A new congressional study found that ocean incineration of hazardous waste could be an interim way to deal with some poisons, and may sometimes be safer, cheaper and more usable than land-based burning. Congress’ Office of Technology Assessment said at-sea incineration may be the best way to deal with highly chlorinated chemicals, such as PCBs. “Ocean incineration could be a useful option today, but it is clearly not a panacea,” the report said.
