Five Central American nations agreed to establish a commission to work out details for a regional parliament, underscoring their decision to take charge of the area’s conflicts, one leader said. Vice presidents, foreign ministers and legislators from Nicaragua, Costa Rica, El Salvador, Guatemala and Honduras met in Guatemala City to discuss formation of the regional forum, a move that has languished since its proposal in January.
