Tropical Storm Charley strengthened to near-hurricane force with 65-m.p.h. winds and wobbled erratically on a track that forecasters warned could threaten North Carolina’s Outer Banks. The storm, which earlier churned to a halt with 55-m.p.h. winds, picked up strength and was moving northeast at less than 5 m.p.h. A hurricane watch and gale warnings were posted from Bogue Inlet to south of Oregon Inlet in North Carolina, and small craft were warned to stay in port from Savannah, Ga., to Cape Lookout, N.C.
