The International Red Cross suspended emergency food shipments to southern Sudan after rebels in the area shot down a civilian plane, killing 60 people, and warned that relief flights are not immune from attack. The Sudan People’s Liberation Army took responsibility for downing the plane with a missile as it left Malakal and charged that the government uses relief flights to ferry military supplies and troops to the area. Western relief officials estimate that 2 million people face starvation in southern Sudan because of widespread famine brought on by civil war and floods.
