The Navy will meet a growing Soviet presence in the North Pacific with a “major shift” in operations, involving use of more ships and sailors in the area, said Navy Secretary John F. Lehman Jr. Lehman said San Francisco Bay and Seattle’s Puget Sound will become increasingly important ports and that Alaskan waters will become a staging area for naval exercises, in a speech to the Commonwealth North organization in Anchorage.
