Highway Patrol: Passed and returned to the Senate on a 48-20 vote for concurrence in Assembly changes a bill (SB 1873) by Sen. John Seymour (R-Anaheim) to allow the California Highway Patrol to use a limited number of patrol cars with civilian vehicle colors and CHP emblems to enforce highway safety violations by truckers.

Child Support: Passed and returned to the Senate on a 71-5 vote for concurrence a bill (SB 1751) by Sen. Gary Hart (D-Santa Barbara) that would require the imposition of payroll deduction for child support in divorce cases unless the supporting parent can show good cause for the deduction to be waived.

Class Size: Passed and sent to the governor on a 51-21 vote a bill (SB 1604) by Sen. Gary Hart (D-Santa Barbara) to appropriate $60 million to reduce class sizes in English, mathematics, science and social science in grades 9-12. The governor previously vetoed similar legislation.

Killer Bees: Passed and sent to the governor on a 63-3 vote a bill (AB 3435) by Assemblyman Norm Waters (D-Plymouth) calling for a $100,000 appropriation to match private funds to research Africanized or so-called “killer bees.”

Bilingual Education: Passed and sent to the governor on a 45-28 vote a bill (AB 2813) by Assembly Speaker Willie Brown extending the state’s bilingual education law until 1992. Senate Floor Action:

Rural Renaissance: Passed and sent to the governor on a 27-1 vote a bill (SB 2117) by Sen. James W. Nielsen (R-Woodland) to appropriate $8 million for rural economic development promotion grants.

AIDS: Passed and returned to the Assembly on a 38-0 vote for concurrence in Senate changes a bill (AB 3340) by Assemblyman Mike Roos (D-Los Angeles) to provide public health information and counseling to recipients of the test for AIDS antibodies.

Sterilization: Passed and returned to the Assembly on a 21-6 vote for concurrence in Senate changes a bill (AB 3900) by Assemblyman Johan Klehs (D-San Leandro) to establish a judicial procedure for the sterilization of certain developmentally disabled people who are incapable of giving informed consent.
