Gov. George Deukmejian said today he opposes initiatives on the Nov. 4 ballot to restrict activities of AIDS victims, curb toxic discharges into drinking water and make English the official language of California.

The Republican governor in releasing his positions on all 13 ballot measures also said he opposes the Paul Gann initiative, Proposition 61, to limit the salaries of high-paid state employees, including possibly his own. But he said he supports the late Howard Jarvis’ measure, Proposition 62, to require voter approval of city tax increases.
