The fiscal 1987 budget deficit will be at least $4 billion higher than the official government estimate of $163.4 billion released last month, federal auditors said today, making Congress’ job of meeting a $144-billion budget deficit limit still harder.

The General Accounting Office, in a report to the House Committee on Government Operations, said the Reagan Administration was underestimating spending by about $11 billion. In addition, it said, the economy may be weaker than is currently estimated by both the Administration and Congress.
