Clarence M. Pendleton Jr., chairman of the U.S. Commission on Civil Rights, said in a statement released by the commission that two recent Supreme Court decisions on affirmative action plans involving training and the role of the courts in ordering race-conscious remedies for past discrimination “give license for unions and other employers to discriminate” against non-minorities. “The Supreme Court’s decisions generate a public perception that minorities in general, and blacks specifically, are permanent victims of discrimination,” Pendleton, who is black, said.
