Rivers receded from record levels across Michigan’s midsection, canceling evacuation plans and sandbagging in several areas, including Saginaw, where officials had expected some of the century’s worst flooding. Looting was reported in the Tuscola County community of Vassar. The flooding had been caused by a three-day storm that dropped as much as 13 inches of rain in some areas. Six dams were breached, six people were killed and at least 52 injured. Gov. James J. Blanchard toured southwestern Michigan by helicopter, stopping at some heavily flooded towns to assure officials the state is seeking federal aid.
