James C. McKinney, the Federal Communications Commission’s mass media bureau chief, gave CBS 14 days to respond to the complaint made by Fairness in Media, a conservative group that charged that the control of the corporation and its broadcast licenses had been transferred illegally. The group made its complaint before the changes in top management at CBS. It alleged that a transfer had occurred because Loews Corp. had acquired almost 24.9% of CBS’ stock.
