Toxics: SB 2424 by Sen. Art Torres (D-South Pasadena) to give state agencies the right to order toxic polluters to pay fines without going to court and to conduct increased inspections.

Highway Patrol: SB 1873 by Sen. John Seymour (R-Anaheim) to allow the California Highway Patrol to use a limited number of patrol cars with civilian vehicle colors and CHP emblems to enforce traffic safety violations by truckers.

Pesticides: SB 1046 by Sen. Art Torres (D-South Pasadena) to require pesticide manufacturers to disclose newly discovered adverse human health effects of their products. Violators will be prohibited from selling their products in California.

Bills Vetoed:

Offshore Oil Drilling: SB 1921 by Sen. Gary Hart (D-Santa Barbara) to require the governor to keep local governments informed of federal offshore oil drilling proposals and to set up an advisory commission to relay their concerns to him. The governor said the Administration already maintains an open line of communication on such matters.

Pay Equity: SB 1957 by Senate President Pro Tem David A. Roberti (D-Los Angeles) to set up a commission to examine salary differences between male and female state employees. The governor said he believed any salary inequities were already being addressed through collective bargaining.

Toilets: AB 3891 by Assemblyman Thomas Hannigan (D-Fairfield) to require water conserving toilets to be used when replacing toilets in homes built before 1983. The governor said building standards should be set by administrative procedure instead of by state law.
