Felony charges have been filed against the operator of a Daly City day-care center where children allegedly were disciplined with jolts from an electric stun gun. Maxie Santiago, 69, was charged with 10 counts of inflicting cruel and inhumane corporal punishment with the stun gun and with 10 misdemeanor complaints of assault with the battery-operated device, said San Mateo County Dist. Atty. Jim Fox. Santiago’s wife, Frances, 49, was charged with a misdemeanor count of operating a family day-care center without a license. Police closed the center Sept. 12 after several children told them they were zapped with the stun gun, which resembles a TV remote-control unit and leaves no marks.
