Salvadoran Archbishop Arturo Rivera y Damas said that leftist rebels are seeking private meetings with the U.S-backed government that could lead to new peace talks. Rivera y Damas said he received a telex from rebel leaders Guillermo Ungo and Shafik Handal asking that the talks begin today “in either Mexico or Panama.” The archbishop said he passed the proposal to the government and expects an answer “at any moment.” A round of peace talks was scheduled Sept. 19, but it was called off when the two sides could not agree on security measures.
