Judge Delays Metro Rail Ruling

WASHINGTON —
Several public interest groups argued today that a new environmental study must be done before the federal government releases any money to Los Angeles for the start of construction of what could be an 18.6-mile subway system.
After arguments on both sides, U.S. District Judge Joyce Hens Green took the case under advisement and said she will issue a decision soon. She extended the restraining order she issued on Sept. 5, to prevent the distribution of any federal funds, until she issues a ruling.
