U.N. officials in Khartoum, citing “technical reasons,” abruptly canceled the start of the “Operation Rainbow” emergency food airlift to aid hunger victims in southern Sudan. The inaugural flight was scheduled to carry 16 tons of high-protein food from Khartoum to government-held Juba. The delay followed repeated rebel threats to shoot down the chartered C-130 Hercules aircraft because its destination was a government-held town in the southern region largely controlled by guerrillas.
