Placentia : Critic of City Can Run for Treasurer, Judge Says

A judge ruled Thursday that Gary R. Arnold is a bona fide candidate for city treasurer.
Superior Court Judge Tulley H. Seymour rejected claims by city officials that Arnold, a persistent critic of city government, is not qualified to run because he is not a legal resident of the city.
Arnold, 45, a self-proclaimed watchdog of city government, already had won the right to have his name printed on the ballot.
Two other candidates, Rachelle Bilhartz and appointed incumbent Carolyn H. Davis, have filed to run for the two-year post, which pays $5 a month.
