The House passed and sent to President Reagan a bill urging that the Titanic, which sank in the Atlantic on its maiden voyage 74 years ago, become an international maritime memorial. The bill calls for negotiations to develop international guidelines for exploring the wreck, in which 1,513 people died. It says limited exploration should continue but that the wreckage should not be disturbed physically until the guidelines are developed.
