A company that wants to build a $1.66-billion oil pipeline from Los Angeles Harbor to Midland, Tex., persuaded the California Coastal Commission to allow construction of the pipeline to begin before completion of an environmental review on a cleanup project at Batiquitos Lagoon in San Diego County. Long Beach-based Pacific Texas Pipeline Co. had agreed to pay for restoration of the lagoon--to offset environmental damage the project is expected to cause in Los Angeles Harbor--but company officials said they had not agreed to delay construction of the pipeline until after the environmental review. Pacific Texas officials told the commission that they will return next month with a proposal that would permanently separate the two projects.
