Train Route
Instead of a train to Las Vegas, (a definite drain on California’s coffers), why not build one up on the Owens Valley, to Mammoth Lakes, then onward to Lake Tahoe and Reno?
The ridership will be mostly interested in skiing in California and will have the option to cross the border to Nevada if they feel like gambling.
This might harm small business in the Owens Valley, but it would benefit the environment by decreasing automotive traffic.
