Norco Takes Step Toward Annexing Area

The City Council voted Wednesday to take a step toward expanding the city northward by applying to Riverside County to extend Norco’s “sphere of influence” by 11 square miles.

The 4-1 vote followed the recommendation of a consultant’s report, which predicted that the area will become prime industrial land after Interstate 15 is completed through northwestern Riverside County.

Tax revenue from that area could help Norco maintain its rural, equestrian-oriented atmosphere, the consultant said.

By putting land in Norco’s sphere of influence--an action that must be approved by the county’s Local Agency Formation Commission--the area would officially be designated as likely for future annexation. That allows the city to plan for the area’s growth and development.

The council also ordered city staff members to file papers opposing the Jurupa Community Services District’s attempt to annex some of the same unincorporated territory north of Norco.

Councilman Steve M. Nathan cast the sole dissenting vote, said Shirley Russell, city clerk.
