Orange County Superior Court Judge Leonard H. McBride said his wife, Betty, had made a mistake by not obtaining a state license for their four East Tustin board-and-care homes for the elderly.

State officials ordered that the homes cease operations in May, 1985, because the homes were not licensed as state law requires. But McBride said his wife got the state to change the order to a requirement that she get a license--which, however, she didn’t.

McBride said his wife, who has operated the homes for about two years, “handles everything.”

The state has never challenged the degree of care given the elderly residents, but has only insisted that the facilities be properly licensed.
