THE DISTRICT: Includes Woodland Hills, Canoga Park, Winnetka, Agoura, Topanga, Malibu, Santa Barbara, Goleta, Carpinteria, Summerland, Lompoc, Casmalia, Guadalupe, Vandenberg Air Force Base and Ventura, and parts of Fillmore, Montalvo, Moorpark, Oakview, Oxnard, Port Hueneme, Santa Paula, Somis and Piru. Democratic registration is 47.4%. Republican registration is 40%, which the GOP, whose voters come out in greater numbers on Election Day, believes makes it competitive despite a strongly entrenched incumbent.

THE SURVEY: Questionnaires were mailed to legislative and congressional candidates in September. Answers will be published periodically until the Nov. 4 election.
