The NAACP dedicated its new headquarters in Baltimore, a city that is expected to elect its first black mayor next month. Benjamin L. Hooks, executive director of the National Assn. for the Advancement of Colored People, joined hundreds of distinguished blacks in politics, education and industry in dedicating the office building and grounds of the new complex of the 400,000-member organization, which was founded in 1909 in New York. Flags from all 50 states were presented by a representative of each state. The group said that it moved from Brooklyn, N.Y., because of the high rents and the need for more space.
