A treaty calling on nations to report nuclear accidents to their neighbors has gone into effect, the International Atomic Energy Agency announced in Vienna. The agreement stems from the April 26 Chernobyl nuclear plant accident in the Soviet Union. The U.N. agency said that 58 nations, including the United States, the Soviet Union, Britain, France and China--the countries known to possess nuclear weapons--have signed the treaty. In most cases, the treaty must still be approved by lawmakers of the signatory nations.
