Prison Site in Los Angeles

It is amazing that a legislator, Bill Lockyer, from Northern California attempts to create a racist issue about the desire of the state to locate a prison in downtown Los Angeles.
One would think that the state proposed putting the prison in a quiet Latino residential neighborhood when it is, in fact, a heavy industrial area with slaughter houses, rendering plants and other nuisances that no one would like in his own neighborhood. It is also separated by a freeway and the Los Angeles River from the East Los Angeles residential area.
The opposition is attempting to turn an undesirable social necessity into a macho political power play. The only real issue seems to be the egos of the politicians involved.
On the other hand, perhaps I have misunderstood. Perhaps Lockyer wants the prison in his district.
