Atty. Gen. Edwin Meese III endorsed workplace surveillance of drug users, saying employers can help curtail narcotics abuse by keeping close watch on employees in parking lots and locker rooms and even in nearby bars. In a speech to the U.S. Chamber of Commerce in Washington, Meese embraced an approach to on-the-job drug abuse prevention set forth by a former director of the Drug Enforcement Administration, Peter B. Bensinger, in a 1982 article in the Harvard Business Review.
