The Missouri Court of Appeals ruled that a suburban municipality could order an unmarried couple to move from their house because their living arrangement violated a zoning ordinance. The court upheld an injunction against Joan K. Horn and E. Terrence Jones, who live together in the affluent community of Ladue in St. Louis County with Horn’s two children and Jones’ child. The property is zoned one-family residential, and the city zoning ordinance defines a family as “one or more persons related by blood, marriage or adoption, occupying a dwelling unit as an individual housekeeping organization.”
