Afghan guerrillas have downed a jet fighter and up to 12 helicopters in the last three weeks, diplomatic sources said. There have been many reports in recent months that the United States has provided advanced Stinger missiles to the Muslim rebels, and spokesmen for the guerrillas say some fighters do have Stingers. In response, Soviet and Afghan helicopters and planes have adopted special evasive actions while landing or taking off and fire flares to confuse the heat-seeking missiles, the Western diplomats said.
