Orange County Election ’86 : Laguna Beach : Incumbents Reelected in Vote of Confidence

Residents have delivered a vote of confidence in the current policies of the City Council, electing a slate of candidates that included two incumbents and a third candidate to replace outgoing Councilwoman Bobbie Minkin.

Incumbents Dan Kenney and Robert F. Gentry, the top two vote-getters, were returned for another council term. They will be joined by the third member of their slate, schoolteacher Lida Campbell Lenney, who will replace Minkin.

A late write-in campaign by local attorney Don Black fell about 1,000 votes short of winning one of the three at-large council seats on the ballot. Black and another candidate, Clayton Vernon, tried unsuccessfully to parlay some local business support and some dissatisfaction with city policies among members of the arts community into two council seats.

In another race, residents in the unincorporated community of Old Top of the World voted 2 to 1 to annex to neighboring Laguna Beach. As part of the annexation agreement, the city will pay some of the cost of bringing sewer services to the community, which currently relies on septic tanks.
