Thirteen police officers from a Brooklyn precinct were arrested on charges ranging from misconduct and petty larceny to burglary, selling loaded guns and dealing in crack, or solidified cocaine. All the officers pleaded innocent to the charges, which stemmed from an investigation of allegations that police in the largely minority neighborhood shook down drug peddlers for money and narcotics, then resold the drugs. The entire command of the 77th Precinct was replaced, and new sector and borough commanders were appointed last week.
