Spain and Britain are on a collision course after Prime Minister Felipe Gonzalez said that Spanish vessels will ignore Britain’s new restrictions on fishing around the Falkland Islands, diplomats said in Madrid. Spain supported Argentina in the 1982 war over the islands in the South Atlantic. And Spain leads other Western European nations in fishing in the conservation zone Britain has declared within a 150-mile radius of the Falklands, beginning next Feb. 1. Its refusal to abide by a British regulation requiring fishing boats to obtain permits to enter the zone could lead to a similar reaction from the Soviet Union.
