And Spain leads other Western European nations in fishing in the conservation zone Britain has declared within a 150-mile radius of the Falklands, beginning next Feb. 1. Its refusal to abide by a British regulation requiring fishing boats to obtain permits to enter the zone could lead to a similar reaction from the Soviet Union.
