Pacific Architects & Engineers signed a five-year, $10-million contract with the State Department to provide a support staff for American diplomats in the Soviet Union. About 60 to 90 people will fill jobs left vacant last month after the Soviet government withdrew 260 drivers, custodians and other service workers from the U.S. Embassy in Moscow and the U.S. Consulate in Leningrad. Moscow set a ceiling of 251 Americans allowed at the embassy after the U.S. ordered Moscow to reduce the number of diplomats at its United Nations mission.
