The Texas Board of Education recommended that the 1987 Legislature eliminate a law requiring teachers to take examinations in subjects they teach. The exams were approved in 1984 in conjunction with the basic literacy test for educators, but lawmakers never appropriated money for the subject tests. The subject tests are not needed because educators have performed well on the basic literacy test, the board chairman said. He also said a teacher appraisal system now in place can effectively measure whether teachers know their topics.
