Changes in federal student-aid regulations are causing delays of a month or more in the delivery of 1987-88 financial aid forms for 2.5 million high school and college students, the College Board said in New York. The forms, published in 43 state and national versions and required by most colleges and universities reviewing candidates for financial aid, could not be printed until amended to show new congressionally mandated regulations to the federal Higher Education Act. A College Board spokesman said the delay will mean a shortened application period for financial aid, prompting fears that students and their parents may interpret the delay as a sign there is no assistance available.
